Supreme Power - Wikipedia, the free encyclopedia
Supreme Power is an 18-issue comic book series which was published under Marvel Comics' MAX imprint (for mature audiences) from 2003 to 2005.
While the Squadron Supreme had started off as Justice League knock-offs and had moved on in different directions thanks to the works of the late Marvel editor and writer Mark Gruenwald, JMS brought Supreme Power back to its JLA roots, in order to put a different spin to the concept.
A Martian Manhunter doppelganger is missing in both Squadron Supreme and Supreme Power, due to its resemblance in terms of powers to Superman.

PAPER 29 - THE UNIVERSE POWER DIRECTORS
Each individual power center is constituted in exactly one million units of functional control, and these energy-modifying units are not stationary as are the vital organs of man's physical body; these "vital organs" of power regulation are mobile and truly kaleidoscopic in associative possibilities.
The power centers and controllers exert perfect control over only seven of the ten forms of energy contained in each basic universe current; those forms which are partly or wholly exempt from their control must represent the unpredictable realms of energy manifestation dominated by the Unqualified Absolute.
These living power mechanisms are not consciously related to the master universe energy overcontrol of the Unqualified Absolute, but we surmise that their entire and almost perfect scheme of power direction is in some unknown manner subordinated to this supergravity presence.

Supreme Power: Contact [2004] Shaking Through.net: Comics: Review
But Squadron Supreme made a significant advance in the genre, despite the fact that it took place (for the safety of Marvel's continuity) in an alternate reality, and starred a cast of minor Marvel characters who were essentially knock-offs of DC's iconic Justice League of America.
It's about power, albeit a different facet from the one Gruenwald explored: the powers these characters exhibit in a world where super-powered characters don't normally exist; and, more subtly, the government's use of Mark as a power of its own.
Clearly, issues revolving around the manipulation of power, and the wielding of it, are central, as is the issue of identity (at least Mark's).

[It] shows that the framers of the Constitution were likely to have understood the required relationship of supremacy and inferiority to entail a power in the Supreme Court to supervise lower courts through the issuance of the supervisory writs of mandamus, prohibition, and habeas corpus.
Finding broad support for such a power in the adoption and interpretation of the statutory precursors of the modern All Writs Act, [it] concludes that Congress may not place the work of lower federal courts beyond the supervisory authority of the Court.
