 Enlisted Surface Warfare Specialist Badge
The Enlisted Surface Warfare Specialist Badge (also known as the "ESWS pin") is authorized for wear by any enlisted member of the United States Navy who is permanently stationed aboard a navy afloat command and completes the Enlisted Surface Warfare qualification program and personal qualification standards (PQS).
For those enlisted personnel who are subsequently commissioned as officers, and receive a Surface Warfare Officer Badge, the Enlisted Surface Warfare Specialist Badge is replaced since Navy regulations do not permit the wearing of both the Enlisted and Officer Surface Warfare Badge simultaneously.
Unlike other warfare pins available to both enlisted and officers, the ESWS and SWO pins differ by more than just color (gold for officers and silver for enlisted is a common theme in U.S. Navy uniforms).

Subdued embroidered or metal skill badges authorized for wear by another U.S. Service, and that are authorized for wear on the Army uniform, may be worn on utility uniforms in the same manner as prescribed for Army badges.
Although it does not say the specific type of warfare badge, it was used as an example, as none of the warfare pins/badges are authorized on the Army Uniform.
I guess if I see as an example of what is not authorized to wear is a badge that has the word "warfare" in it, as is the case with almost all NAVY "warfare" pins then e/pin witht he name "warfare" in it is not authorized.

So in recognition of that, there are now "Combat Badges" available for non-combat troops in the army, marines and navy.
Airmen have seen a lot of action defending convoys and bases in Iraq, and even the pilots (normally the only "combat" troops in the air force) are in favor of a badge to recognize the air force role in ground combat.
So apparently the air force brass are giving in, and preparing a combat badge similar to the one awarded by the other services.
