Written statement submitted by Survival International
In particular, Survival wishes to highlight cases in Peru, Brazil, India and Paraguay, where governments are standing by whilst the peoples' lives are put in jeopardy.
Given that all four governments are well aware of the threats to these peoples, and their obligations are equally well known, failure to avert a catastrophe would constitute a crime under the terms of the Genocide Convention.
These four governments are also ignoring the International Labour Organisation's two conventions concerning indigenous and tribal peoples, ILO 169 and its predecessor 107, although all have ratified at least one of them.

 Subject: Statement from Survival International
It was, for example - as Tierney recounts and Survival can confirm - referred to by the Brazilian government when it planned to fragment Yanomami land in 1989 (a proposal which would have been catastrophic for the Indians and which was prevented by a vigorous and successful campaign).
The widespread media insistence on referring to tribes using terms such as 'primitive', 'stone age', 'neolithic', 'savage', and so forth constitutes one of the key reasons why they are still viewed with such widespread disdain which, in turn, leads to their rights being routinely denied them.
Survival staff and committee members have made many visits to the Yanomami since the 1960s and several of them have lived with them, learnt their language, and conducted their own research in situ for periods of years at a time.

Harvard International Review: Survival of the Fittest
A general theory of international conflict needs to be tested against phenomena as diverse as warfare among ants and fighting in pre-literate (“primitive”) human societies.
Here, one must emphasize the immense flaw in “neo-realist” theories of international politics that limited the phenomena to be studied to the actions of sovereign nation-states.
By basing the theory of international relations in evolutionary biology, Thayer shows how war, ethnocentrism, and ethnic conflict can be understood as responses to varied configurations of environmental and demographic factors that need to be considered in a broader, interdisciplinary framework.
