Thapa said that the country was standing at the cross-roads of a difficult period and pointed out that it was the chief duty of each and every self-respecting Nepali to co-operate in creating a conducive atmosphere for nation-building and establishing lasting peace.
Thapa pointed out that the since the parties’ demands - that the executive powers be restored to the cabinet, that the ministers should be appointed upon the recommendation of the prime minister and that the cabinet be an all-representative one - have been fulfilled by the king, no issues have been left for political conflict.
He also argued that in appointing Surya Bahadur Thapa, the king conceded to the political parties’ fundamental demands that either an all-party government with executive power be formed or the House of Representatives be reinstated.
