The government's ambitious plans for the Thames Gateway and other growth areas in south east England have begun to take shape now ministers have announced the scale of initial funding and where it will be targeted.
There was a general welcome for the government's confirmation of its commitment to press ahead with plans for 200, 000 new homes but disappointment at the absence of clarification on such issues as the level of affordable housing and densities.
The Town and Country Planning Association (TCPA) warned that the objective of creating sustainable communities could be undermined "if a fair share of rising land values are not captured through early control of key areas of land by the public sector."

 Planning Portal - Conservationists give backing to sustainable communities plan
An influential conservation group has come out strongly in favour of  government plans to regenerate the Thames Gateway area as part of its sustainable communities plan.
In a related development, the government has endorsed in principle a new Code for Sustainable Buildings that aims to encourage builders and developers to establish higher standards for energy and water efficiency, as well as waste and use of materials.
The government has signalled that the first draft of the code should be ready in time for the Sustainable Communities Summit planned for January 2005.

The Plan, which has been prepared pursuant to the requirements of the 1992 amendments to the City Charter, is the culmination of an intense community-based planning process that commenced in July 1997.
The Sustainable Communities Plan elucidates a vision for the long-term future of the Koolaupoko region of Oahu, and this vision forms the basic structure around which the remainder of the Plan has been constructed.
The proposal for an "inn" in Kailua is particularly undesirable, and any plan that sets the stage for a community discussion of the feasibility and desirability of re-establishing the sort of facility that Kailua once had in the form of the Pali Palms is particularly inappropriate.

Onslow says the Sustainable Communities Plan largely only formalised what was happening anyway, with high growth pressures in the corridor leading to plans for the bulk of the county's growth to take place within a 15-mile radius of Cambridge.
He believes that the plan's emphasis on building in the South East growth area 'means that English Partnerships has taken its eye off the regeneration ball in other parts of the country, because they are led by government policy'.
Brown thinks the plan's premise that growth pressures in the South East must be accommodated is probably deliverable in the sense that land is available, but is mistaken in its conception.

But he says the job will be as much about decline in the north of England and the Midlands as expansion in the south, as he will head the £500m initiative to rescue private housing in areas threatened with abandonment.

Plans to build genuinely mixed sustainable communities in the Thames Gateway could well be blighted by the fact that many people have negative perceptions of new build homes in large developments.
A series of focus groups and interviews revealed that corner shops and local facilities, such as being able to buy a pint of milk late at night, are the most common desires for people moving into new homes.
IPPR suggests the research highlights the need for planners and developers to understand the housing aspirations of people that are likely to live in the gateway and to invest in transport infrastructure, community and cultural facilities, and to maximise the use of planning powers to ensure high standards of housing and neighbourhood design.

London is to receive a multi-million pound boost as a major part of a Government drive to tackle deprivation and shortage of affordable housing through the Sustainable Communities Plan.
The Plan, announced today by the Deputy Prime Minister, John Prescott aims to invest £5bn over the next three years in new affordable housing, including £1bn provision for key workers, with a target of ensuring all social housing reaches a decent standard by 2010.
More than £600 million will be made available for the growth areas for site assembly and remediation of brownfield land, delivery mechanisms, additional affordable housing and essential local infrastructure.

 Downing Street Says...: Sustainable Communities Plan
The Prime Minister's Official Spokesman (PMOS) advised journalists that the Deputy Prime Minister was in Manchester today to launch the Sustainable Communities Plan.
The report, Making It Happen - The Northern Way, outlined plans to work closely with regional development agencies and regional planning bodies to quicken the pace of growth and development in cities such as Sheffield, Newcastle, Liverpool and Leeds.
The package included: £69m over two years to revive the housing market in Newcastle and Gateshead; £86m over two years to revive the housing market in Merseyside; working with three northern regional development agencies to develop the idea of a Northern Way which exploited existing inter-regional economic and transport corridors in the North.
