  Internet time
Internet time was a common catchphrase that originated during the late-1990s Internet boom.
Internet time is also the name for a concept marketed by the Swatch corporation as an alternative measure of time.
Swatch's "Internet time" appears to be infrequently used, except in connection with Swatch's marketing efforts, or in connection to some niche applications.

Swatch Internet Time - Wikipedia, the free encyclopedia
Swatch Internet Time is a concept introduced in 1998 and marketed by the Swatch corporation as an alternative, decimal measure of time.
The most distinctive aspect of Swatch Internet Time is its notation; as an example, "@248" would indicate a time 248.beats after midnight, equivalent to a fractional day of 0.248 CET, or 4:57:07.2 UTC.
The timescale was announced on October 23, 1998, in a ceremony attended by Nicolas G. Hayek, President and CEO of the Swatch Group, G.N. Hayek, President of Swatch Ltd., and Nicholas Negroponte, founder and then-director of the MIT Media Lab.

Standard time in the US Standard time in time zones was instituted in the U.S. and Canada by the railroads on 18 November 1883.
Before then, time of day was a local matter, and most cities and towns used some form of local solar time, maintained by some well-known clock (for example, on a church steeple or in a jeweler's window).
Standard time in time zones was not established in U.S. law until the Standard Time Act of 1918 enacted on March 19.

Decimal Time - Time of Day
Although there have been decimal time proposals which are based upon decimally dividing other fractions of the day (1/20, 1/24, 1/25, 1/40), most divide the day by 10, 100, 1000, etc. When used on this site, decimal time of day refers specifically to the representation of the fractional day.
Internet Time uses the fractional day for standard (winter) time in Biel, Switzerland, which is one hour ahead of GMT/UTC, so it is not synchronized with other fractional days in use.
Thus, 00:00 midnight in Switzerland (23:00 UT) is @000, noon is @500, etc. Swatch claims that Internet Time is based on the meridian passing through Biel, or "Biel Mean Time" (BMT), but this town is actually about half-way between the true meridian for this time zone (CET) and the Prime Meridian (UTC).

InternetTime at least addresses a perceived problem: If we standardize to one time (like UTC), then somebody is living in the "right" time zone, and the rest of the world are living in the "wrong" time zone.
Swatch time, to me, does seem like a good idea and if we ever start living on other planets or in the dead of space, we are going to need a universal time system that isn't based on an Earth-borne timezone.

Although Swatch does not specify units smaller than one.beat, third-party implementations have extended the standard by adding "centibeats" or "sub-beats" as a decimal fraction, for extended precision: @248.000.
Its novelty and the usage of the decimal time system makes it more attractive and simpler to use for some people than the traditional Babylonian system of time reckoning (24 hours of 60 minutes of 60 seconds).
The proposal timescale was announced October 23, 1998, in a ceremony marked by the presence of Nicolas G. Hayek, President and CEO of the Swatch Group, G.N. Hayek, President of Swatch Ltd., and Nicholas Negroponte, founder and director of the MIT Media Lab.

Swatch is a brand of quartz watches (some available in Automatic) produced by The Swatch Group Ltd. Swatch was originally intended to re-capture entry level market share lost by Swiss manufacturers during the aggressive growth of Japanese companies such as Seiko in the 1960s and 1970s.
The name "Swatch" is often misconstrued as a contraction of the words "Swiss Watch", but Nicolas Hayek, the Chairman of the Swatch Group, affirms that the original contraction was "Second Watch" -- the new watch was introduced with a new concept of watches as casual, fun, and relatively disposable accessories.
Swatches enjoyed their peak popularity in the United States during the mid-1980s, when a series of "Swatch Stores" were founded for the express purpose of selling Swatches.
