A modification of the Julian calendar, it was first proposed by Neapolitan doctor Aloysius Lilius, and promulgated by the eponymous Pope Gregory XIII on February 24, 1582 (Note: The papal bull Inter gravissimas was dated 1581, as the year was at that time taken to commence in March).
The Gregorian calendar was devised because the mean year in the Julian Calendar was a little too long, causing the Vernal equinox to slowly drift earlier in the calendar year.
Sweden started to make the change from the OS calendar and towards the NS calendar in 1700, but it was decided to make the now 11-day adjustment gradually, by excluding the leap days (29 February) from each of 11 successive leap years, 1700 to 1740.

The 19-year cycle used for the lunar calendar was also to be corrected by 1 day every 300 or 400 years (8 times in 2500 years) along with corrections for the years (1700, 1800, 1900, 2100 etc.) that are no longer leap years.
In Russia the Gregorian calendar was accepted after the October Revolution (which took place in November 1917) by a decree of the Council of People's Commissars 1918 January 24, according to it January 31 1918 was followed by February 14 1918.
Instead, a Revised Julian calendar was proposed in May 1923 which dropped 13 days in 1923 and adopted a different leap year rule that resulted in no difference between the two calendars until 2800.

The Gregorian Calendar, a modification of the Julian calendar, was first proposed by Neapolitan doctor Aloysius Lilius, and adopted by Pope Gregory XIII on February 24, 1582 (the document was dated 1581 on account of the pope starting the year in March).
The Gregorian calendar also fixed the first day of the year as January 1, which was already the first day used in Italy, Germany, and other places, but not universally (England, for example, began the year on March 25).
When the new calendar was put in use, to correct the error already accumulated in the thirteen centuries since the council of Nicaea, a deletion of ten dates was made passing from October 4, 1582 directly to October 15, 1582.

The Swedish realm (which included Finland at the time) planned to change from the Julian calendar to the Gregorian calendar beginning in 1700 by omitting the leap days for the next 40 years.
In this calendar, there existed a February 30 in the years 1930 and 1931; the revolutionary calendar was abandoned in 1931.
The 13th century scholar Sacrobosco claimed that in the Julian calendar February had 30 days in leap years between 45 BC and 8 BC, when Augustus shortened February to give the month of August named after him the same length as the month of July named after his adoptive uncle Julius Caesar.

The only difference between the "Improved" and the Gregorian calendar was the determination of Easter but finally, in 1775, the Protestants threw over board their "astronomical" Easter calculation and, since 1776, celebrated Easter together with the Catholic church.
First, the year 1700 was declared a common year instead of a leap year, thus putting the calendar in Sweden one day ahead of the Julian calendar and leaving a difference between the Gregorian and the Swedish calendar of ten days.
Russia adopted the Julian calendar as late as 1700, until then counting the years from the "creation of the world" which was assumed to have taken place in 5509 BCE, and beginning the year on 1 September.

This is an excellent definition illuminating the dual role of the calendar: religious matters that are arbitrarily timed and agricultural matters that must be precisely timed in the year.
There are a couple of Ecclesiastical calendars for organising festivals, a Chinese calendar banned in China but used in some Asian countries, in remote areas like the Russian steppe there are still remnants of simple agricultural calendars which depend on equinoxes but not on counting days and dozens of provincial calendars.
To make the change from the Julian calendar to the Gregorian, it is true that Sweden decided to skip the leap years from 1700 to 1740 to make the change smooth, just as Seidel writes.

Initially, the plan was to slowly migrate the calendar from the Julian style to the Gregorian style by leaving out each leap day correction from 1700 until 1740 while retaining the Dionysian Easter reckoning until 1740 after which the “improved” (astronomical) Easter reckoning would be observed.
In order to end this calendar confusion, it was decided in 1712 to revert back to the original Julian calendar by adding an extra leap day (February 30), thus creating a unique month that had never happened before and has not occurred since.
From 1712 to 1739 both the Julian calendar as the Dionysian Easter reckoning were observed in Sweden but in 1740 (as had been planned long before) the “improved” Easter reckoning was introduced though the Julian calendar was still retained.
