Swinburne Island served mostly as a quarantine hospital for those clearly showing signs of airborne infectious diseases such as typhus, yellow fever, or smallpox.
It appears that Hoffman and Swinburne islands formed the first line of defense against airborne diseases, and if you knew through family stories that an ancestor had yellow fever, typhus, smallpox, etc., the Hoffman-Swinburne records would be the most likely place to look.
Administrative control of Hoffman and Swinburne islands passed from the State of New York to the federal government at the beginning of 1924, so that too must be considered.

He found that the island was in the form of a crater about eighty yards in diameter and rising to a maximum height of about twenty feet.

Swinburne Island is the smaller of two artificial islands located in the Lower New York Bay (the other being Hoffman Island) that were used to quarantine immigrants to the U.S. that were found to have been carrying contagious diseases upon arrival at Ellis Island.
The island is of artificial origin, and was originally called Dix Island, but was renamed in honor of Dr. John Swinburne (May 30, 1820-April 4, 1889), a noted military surgeon during the American Civil War.
The island is now managed by the National Park Service as part of the Staten Island Unit of Gateway National Recreation Area.

In 1909, Hoffman Island’s facilities were converted from an immigration detention center to a hospital for the care of measles, scarlet fever, and diphtheria.
The islands were sold to the U.S. Public Health Service in 1920, but with the decline of immigration, the facilities were eventually relegated to the quarantine of imported parrots.

The latter island, also of artificial origin, was originally called Dix Island, but was renamed in honor of Dr. John Swinburne (May 30, 1820-April 4, 1889), a noted military surgeon during the Civil War.
In 1961 all existing buildings on Hoffman Island were razed, and since then trespassers have been apprehended on the island from time to time, including one celebrated incident in which a film crew was caught shooting a pornographic movie there.
In the 1980s some Staten Island residents proposed building a large homeless shelter on Hoffman and/or Swinburne islands, in response to the city's plans to open new shelters in some of the borough's residential neighborhoods.

After the picnic on the breakwater there, and since the tidal current was still flowing out, I decided to paddle out Hoffman Island and Swinburne Island.
Landed at Swinburne (best spot is the small cove on the NW side) and secured the Klepper to some old pilings, clambering over the rock barrier to check out the three building ruins, which apparently were once quarantine barracks (one for men, one for women?) and a kitchen/dinning building.
I probably paddled over 500, including the various short side trips to paddle around various islands, or explore coves, or to reach marinas a short distance up rivers/creeks, etc. The maximum distance made good that I did in any one day was about 30 nautical miles, taking advantage of currents (St. Lawrence and Hudson.

 Ellis Island Quarantine, NY: Deaths in Quarantine, 1909-1911
Most of these individuals were new immigrants en route to Ellis Island and, since they were ill with contagious diseases, they were removed from the ships in the outer harbor of the port of New York by the Medical Inspectors and transferred to these two hospitals.
Eventually, their families would have been released from detention on Ellis Island and traveled on to their new homes, never knowing where their children or family members were buried.
Both islands are located east of Staten Island and south of the Verrazano-Narrows Bridge in the outer harbor of the port of New York.
