Federal legislative power is vested in both the government and the two chambers of the Federal Assembly of Switzerland.
In the elections of 2003 the People's Party (formerly the smallest of the 4 parties represented in the Federal Council) gained a plurality of seats in the National Council and received (effective January 1, 2004) a second seat in the Federal Council, reducing the share of the Christian Democratic party to 1 seat.
The function of the Federal Supreme Court is to hear appeals of cantonal courts or the administrative rulings of the federal administration.

Legislative elections in the Swiss Confederation were held on 19 October 2003.
In the aftermath of the elections Ruth Metzler-Arnold, one of the two Christian Democrats in the Federal Council was replaced by Christoph Blocher, the most influential politician in the Swiss People's Party.
These elections were to the National Council and for most of the members of the Council of States.

In the last parliamentary election in October 2003, the right-wing SVP significantly increased its number of seats in Parliament, making the SVP along with the left-wing SPS, one of the largest political parties.

Switzerland was shocked out of its apathy on Sunday when, for the first time in decades, the election of a new parliament resulted in a turn-around of the status quo and a triumph of the right-wing People's Party.
According to the Swiss news agency SDA on Monday, the right-wing People’s Party, which had campaigned hard on issues of immigration, asylum and security, took the biggest chunk of the vote with 27.7 percent and 55 seats in the 200-member parliament.
A day after the election, attention has now switched to whether or not the traditional four party government based on an equal division of cabinet seats among the SP, the FDP and the CVP will hold up on December 10, when parliament must reelect the ministers that comprise the Swiss Federal Council.

Assembly: Switzerland has a bicameral Federal Assembly (Bundesversammlung or Assemblée Federale or Assemblea Federale) which consists of the Council of States (Standerat/Conseil des Etats/Consiglio degli Stati) with 46 seats and the National Council (Nationalrat/Conseil National/Consiglio Nazionale) with 200 seats.
Members of the Council of States are elected by the 26 cantons - two are elected from each of 20 cantons and one from each of the six remaining cantons to serve four year terms.
According to a recent poll, 26% of participants viewed the Swiss People’s Party as the most popular, with the Social Democratic Party in second with 22%.
