The Syllabus of Errors (Latin: Syllabus Errorum) was a document issued by Pope Pius IX in 1864 as an appendix to his encyclical Quanta Cura.
The government of France briefly tried to suppress the circulation of the encyclical and the Syllabus within its borders; it forbade priests to explain the Syllabus from the pulpit, though newspapers were allowed to discuss it from a secular point of view.
Others argue that this view results from an excessively broad interpretation of statements that had a narrower sense in their original context, and from contrasting the infallible documents of the ecumenical council with papal statements that were not infallible because they were not addressed to the whole church.

The Syllabus of Pius X is the Decree "Lamentabili sane exitu", issued on 3 July, 1907, condemning in sixty-five propositions the chief tenets of Modernism.
Thus, the Syllabus of Pius X is the first of a series of ecclesiastical pronouncements dealing with the condemnation of Modernism, whilst the Syllabus of Pius IX sums up the condemnations previously passed by the same pope.

The error is presuming that in a Catholic country it is wise to promulgate civil laws to declare the non-Catholic to have public exercise of their religion.
If indeed "[i]t is quite plain that, by the simple fact of their being in error, the followers of a false religion do not enjoy any natural right to immunity (from coercion)", then the father raising his son in objective error would not have the right to freedom from coercion in doing so.

Gladstone indeed wishes to unite the Syllabus to that Encyclical which so moved him in December, 1864, and says that the Errors noted in the Syllabus are all brought under the infallible judgment pronounced on certain errors specified in the Encyclical.
His fourth Error, (taken from the Encyclical) that "Papal judgments and decrees may, without sin, be disobeyed or differed from," is a denial of the principle of Hooker's celebrated work on Ecclesiastical Polity, and would be condemned by him as well as by the Pope.
Now, considering that the Syllabus was intended for the Bishops, who would be the interpreters of it, as the need arose, to their people, and it got bodily into English newspapers even before it was received at many an episcopal residence, we shall not be surprised at the commotion which accompanied its publication.

To be properly understood, each proposition should be preceded by the phrase "It is not true...." It would seem to be implied that the opposites of the condemned propositions are true, although historians disagree on this interpretation.
That there would be no obstacle to the sentence of a general council or the act of all the peoples, transferring the pontifical sovereignty from the Bishop and City of Rome to some other bishopric and city.

[Pius IX’s] Syllabus of Errors is a favorite source for those who wish to demonstrate an about–face of Catholic teaching on freedom of religion and on Church–State relationships.
Proposition 77 of the Syllabus rejects the view that “in our age it is no longer suitable for the Catholic religion to be considered the sole religion of the State, excluding all other religions.” This statement does not imply that the Catholic Church should always and everywhere be the religion of the State.
As long as the Syllabus and DH are read as limitations on one another, I see no continuity problem.
