We call it Character Deficiency Syndrome because (1) the problem of folly is about moral weakness, and (2) because it consists of degenerative stages, in a definite sequence, with identifiable symptoms.
Character Deficiency Syndrome is an umbrella term for the degrees of folly described in the Old Testament book of Proverbs.

Mosteller begins his Article by developing a general approach for judging the admissibility of group character evidence, focusing on the specific use of the evidence, the strong claim of syndrome evidence to predict and determine perceptions or conduct, and the quality of the science supporting the syndrome.
Mosteller evaluates the relationship between the admission of group character and syndrome evidence and the apparent increase in abuse-related defenses, noting some ways in which such evidence increases the effectiveness of abuse defenses, and identifying types of cases in which a substantial danger of misuse exists.
He concludes that, although the term "syndrome" should be largely removed from the legal vocabulary of criminal litigation, syndrome-type evidence plays a relatively small role in abuse-based defenses and can be managed with reasonable controls in those cases.

People with Williams syndrome are sensitive to other people’s emotions, but have difficulties in labeling emotional expressions in faces and voices, performing as other people with developmental disorders on emotion recognition tasks; however, they are better at recognizing affective intonation in speech when they don’t have to pay attention to the words.
Our preliminary work involving toddlers with Williams Syndrome suggests that while these children are very trusting and often approach unknown adults, they seem to form secure attachments to their mothers and close family members.
