Syrian Arab Airlines is preparing to replace its ageing Boeing 747 fleet with new Airbus or Boeing aircraft as well as complete the renewal of its short-haul types.
Numir says the airline "wishes for competition between different companies" during the tender process and, despite US sanctions against Syria, is open to a response from Boeing.

I recall a China Airlines 747 was highjacked to China some years ago which precipitated one of the first direct communications between Taiwan and China to deal with the retrieval of the aircraft.
As to Arab airlines using an Israeli airport in an emergency, like Tel Aviv, I don't think Israel would have any problems, although the aircraft and it's passangers would be subject to intense security (ie: pax not allowed to leave the airport airside, assuming no injuries).
It would be a shame for both Arab countries and Israel no to let airlines from the other "Ideology" perform an emergency landing in their country.
