Syrian governments have justified martial law by the state of war, which continues to exist with Israel and by continuing threats posed by terrorist groups.
The Ba'ath platform is proclaimed succinctly in the party's slogan: "Unity, freedom, and socialism." The party has traditionally been considered both socialist, advocating state ownership of the means of industrial production and the redistribution of agricultural land, and revolutionary, dedicated to carrying a socialist revolution to every part of the Arab world.
There were reports in 2005, in the wake of the June Ba’ath Party Congress, that the government was considering legislation to permit the formation of new political parties and the legalization of parties that previously banned.

Member of the political bureau of the Syrian communist Party Daniel Nemeh who will be the chief editor of the paper said that al-Nour paper which will be issued within days is composed of 12 pages and will be a colored weekly, including arts, sciences, studies and political commentaries.
Nemeh said that the paper will be sold at 15 Syrian pounds which is three folds of the price of any official Syrian daily.

 Branches opened for the Syrian parties
The Qatari daily al-Watan highlighted in a report from Damascus in its Tuesday's issue the news that the Syrian communist party (Youssef Faisal branch) has opened a headquarters in al-Raqq while the Communist party (Khaled Bakdash wing) has opened a headquarters in Homs.
The paper added, according to well-informed sources that several parties at the National Progressive front are intending to open similar branches.
The sources indicated that the special forum for the group of Marxist Syrian intellectuals which includes in its membership an elite of political elite, including Michael Kilo, Yassin Shukr, Adel Ibrahim, Nazih Abu Afash and Hussein al-Awdat is about to become a political party which has a project in several selected cities and provinces.
