Delivering the keynote address at a seminar on the urgency of electoral reforms organized by a body of well-meaning citizens of Bombay, Chief Election Commissioner TN Seshan described electioneering in the country as being tainted by 'ten great sins'.
Seshan revealed that he had been personally told by a woman candidate for the Delhi assembly elections that she had spent Rs55 lakhs on election expenses even while stating in the mandatory government form tht she spent a mere Rs 483.
Another candidate for a parliamentary seat had told Seshan that he had spent Rs 50 lakhs and one Telugu candidate reportedly confided to him that he had spent 8.5 crore rupees on his elections.

May 6: Former chief election commissioner TN Seshan has said there was "no bar" on AIADMK general secretary J Jayalalitha becoming the chief minister of Tamil Nadu in the event of her party securing a majority in the May 10 Assembly polls in the state.
Seshan, while speaking at a meet-the-press programme in Chennai, organised by the Reporters' Guild said, "There is nothing in the Constitution which bars a person from becoming chief minister if that person's party secures an absolute majority or plurality and elects him or her as its leader."
Asked about her being disqualifed from contesting the elections by returning officers of constituencies from where she had filed nomination papers, he said 'conviction is not a disqualification from contesting'.

Prior to the 1990s, the Indian politicians, like in Bangladesh at present, largely ignored their electoral laws, and India had, as one commentator once said, "the best democracy that muscle and money could buy." The situation changed drastically with the appointment of the legendary TN Seshan as the CEC in 1991.
Mr Seshan forced candidates to abide by the electoral laws and code of conduct, and strengthened the EC's supervisory machinery.
For example, in state assembly elections of 1993 in Andhra Pradesh, Karnataka and Sikkim, he succeeded in getting candidates to adhere to the election spending limits by deploying 336 audit officers to keep daily accounts of the candidates' election expenditures.

May 18: Former Chief Election Commissioner TN Seshan has come in the rescue of the Election Commission and supported its view that over 90 per cent polling doesn't automatically attract repoll at an election booth as is being campaigned by Trinamool Congress.
After the poll results were out and her party was licked by CPI (M)-led Left Front, TC supremo Mamata Banerjee severely criticised the Election Commission for its 'helping' the LF coming to power.
Seshan, while commenting on the subject in Chennai on Wednesday, also supported the EC's stand: "To register 90 per cent polling may not by normal, but also not impossible altogether.
