TCP Wrapper is a host-based network ACL system, used to filter network access to Internet protocol services run on (Unix-like) operating systems such as Linux or BSD.
It allows host or subnetwork IP addresses, names and/or ident query replies, to be used as tokens on which to filter for access control purposes.
While originally written to protect TCP and UDP accepting services, examples of usage to filter on certain ICMP packets (such as 'pingd' – the userspace ping request responder) exist too.

open.itworld.com - Unix Tip: Introducing TCP Wrappers
If you have never secured a Unix server with TCP Wrappers, you might be very surprised at how easily this can be done, especially on systems such as newer Linux servers on which the wrapper service is built in.
The basic intent behind TCP Wrappers is to provide a security layer for services that don't have their own.
When TCP Wrappers is used, the wrapper service receives the requests and determines whether or not to pass the request on to the intended service.
