The renaming is intended to correct the impression "that TIA was a system to be used for developing dossiers on U.S. citizens." TIA's intent, DARPA says, is to "protect citizens by detecting and defeating foreign terrorist threats before an attack." Report, Executive Summary p.
TIA's most obvious purpose is to identify suspected terrorists (although, given the recent allegations about the use of the Homeland Security Department to track Democratic legislators in Texas, one should be concerned that TIA will be used for other purposes).
The Report's logic is that TIA is "simply a tool for more efficiently inquiring about data in the hands of others," and this concern about data quality "would exist regardless of the method employed." R-32-33.

In the evaluation of therapy, the study found about 60 percent of both TIA and stroke patients were discharged on the antiplatelet agent aspirin.  Anticoagulant therapy was similar in both groups.  ACE inhibitor therapy was prescribed in 26 percent of stroke patients and in 12 percent of TIA patients.
The rate of documented stroke education at discharge for TIA patients was 35 percent versus 67 percent for stroke patients.
Dandapani plans to extend this TIA research to different regions of the country and to different types of hospitals.  A new unit at Holmes Regional Medical Center will meet the needs of TIA patients, she said.

Study after study has concluded that the failure to prevent the 9/11 attacks was a result not of insufficient information, but of the government's inability to process, analyze and distribute the bountiful data it already had.
TIA's defenders are fond of noting that it would have to comply with all current laws.  But that argument completely misses the point.
