This means that once started, tinc will stay running until you tell it to stop, and failures to connect to other tinc daemons will not stop your tinc daemon for trying again later.
It is possible to bind tinc to a single interface like eth0 or ppp0 with this variable.
Tinc will automatically detect what kind of device it is. Note that you can only use one device per daemon.

 Security flaws in tinc
Tinc's IV, called salt in the source, are random so they aren't guaranteed to be unique and are vulnerable to the birthday paradox.
Moreover the IV is only 16bit long, so as a rule of thumb if tinc forwards 255 packets, there is a probability of 50% to have at least 2 packets with the same IV.
Tinc doesn't include any protection against packet's replay, so an attacker who eavesdrops the encrypted packets can successfully replay them later and the destination will consider them as legitimate.

SecurityTracker.com Archives - Tinc VPN Tunneling Software Lacks Packet Authentication Allowing Remote Users to Modify ...
It is reported that the initialization vector (IV) used by tinc are random and, therefore, are not guaranteed to be unique.
Because the IV used in tinc is 16 bits in length and given typical packet sizes, if tinc forwards approximately 255 packets, it is reported that there is a 50% probability that at least 2 packets will have the same IV (this is known as the birthday problem).
If an IV is repeated, this allows a remote user with access to the tunnel packets to potentially determine the key stream for a given key, which allows the user to determine the plain text.

There Is No Cabal is a catchphrase used on Usenet.
Its common abbreviation, TINC, is used humorously to suggest that people should lighten up and not see a conspiracy around every corner, or alternatively as an ironic statement, indicating one knows "the cabal" will inevitably deny there is a cabal.
As Usenet has few technologically or legally enforced hierarchies, just about the only ones that formed were social hierarchies.
