OET -- TV Translators and the DTV Transition
In this regard, we anticipate that TV translators and LPTV stations operating in rural areas will generally be able to continue broadcasting throughout the transition because demand for spectrum by new services, both public safety and commercial applications, is likely to be less in rural areas than in urban areas.
TV translators and LPTV stations operating on channels 60-69 will be secondary to existing analog stations, DTV stations, and stations of any other primary services operating on those channels.
Because TV translators are located primarily in rural and other similarly less congested areas, we expect that only a relatively low number, approximately 10 to 20 percent, of these stations will be affected by DTV stations.

 Call Signs/ Letters
Stations have the option to insert their channel numbers between the call letters and the city of license, and virtually all stations follow this practice; e.g., KRON-TV, channel four, San Francisco.
Further, those stations east of the Mississippi were required to use an initial W while those stations west of the Mississippi were required to use an initial K. Stations already on the air were allowed to keep their call letters regardless of number or location.
The first U.S. radio stations were allowed to select their own call letters beginning with either a W or a K. Also, early radio stations could select either a three-letter or a four-letter combination.

Spectrum Policy Task Force Proceedings and Initiatives
The Commission recognizes that translators and LPTV stations will play a significant role in furthering the transition to digital television and that viewers in many communities depend on the services of TV translator and LPTV stations for their over-the-air television service.
The Commission's goals in this proceeding are to establish a regulatory framework that will hasten the transition of LPTV and TV translator stations to digital operations and to do so in a manner that minimizes disruption of existing service to the consumers served by analog LPTV and translator stations.
Through its rules, policies and application processes, the Commission seeks to provide flexible and affordable opportunities for low power digital service, both through the digital conversion of existing analog service and where spectrum is available, new digital stations.

A grant of the present applications would reduce local concentration of broadcast media in four major communities, separating the ownership of AM, FM and TV stations in Philadelphia, New Haven and Fresno and separating the ownership of WROW (AM and FM), Albany (licensed to Capital Cities) from that of companion Station WTEN (TV).
although acquisition of the Philadelphia and New Haven outlets would not -- as suggested by CCC -- triple the television audience which could be reached by Capital Cities Top-50 stations, Capital Cities concedes that on a cumulative net weekly circulation basis its potential TV audience would increase from 2,440,804 TV homes to 4,761,435 TV homes.

The result of the regime's concern for its own survival is the following: the Federal Ministry of Telecommunications, after a recently announced tender for TV and radio broadcast channels, rejected applications of more than 200 radio and TV stations!
In this way the opposition also took over local, municipal radio and TV stations, which soon afterwards united, together with an increasing number of private stations, into the ANEM network (Association of Independent Electronic Media).
