When a window is tabbed to a certain number that exceeds the available resolution of the monitor, the tabs clutter up (this is the same problem as with SDI but moved to another place in the user interface).
Tabs can be strewn about without any sense of order, thus looking for a tab provides no meaningful understanding of a position to a tab relative to other tabs.
Thus, tabbed windows work great in environments where there is a minimal necessity for tabs (around ten tabs or less), this scheme does not work to scale, and can quickly be as overwhelming as the (Click link for more info and facts about multiple document interface) multiple document interface is when applied to scale.

A couple of weeks ago I wrote Tabbed Browsing Turns 7, about NetCaptor’s 7th birthday, and claimed that "Firefox, Mozilla, Opera, Safari and others can all trace their tabbed browsing DNA back to NetCaptor at some level".
Tabs were not in any way independent, you could not right-click "open in new window/tab".
I produced a simplified version of tabbed browsing on my own time (did it in a weekend) that removed some of the geekier NetCaptor features and that encapsulated the tab behavior so that the changes to other Navigator files would be minimal.

Tabs are a lifesaver: the ability to use the middle button to open a link in a new tab, and the same button to close an existing tab make browsing a totally new experience that I miss a lot when in IE.
Including tabs isn't the real issue here; the real issue is that the lack of tabs in IE represents MS not listening to their customers, and they appear to be letting IE stagnate.

The argument for append is basically that you end up with potential data loss in that you may lose access to the previous tabs by closing up some of the ones you replaced, e.g., if the second group has fewer tabs than the first.
In effect, the X should map to the "Close Other Tabs" command, but instead it maps to "Close Selected Tab." This is utterly confusing, and at least Chimera avoids the problem by not having a close box at all.
The right way IMO to do this is to have a close box for closing up the tab strip itself in the same place Phoenix and Mozilla have it, but to also have close boxes on the tabs themselves (the way Galeon does it).

 Tabbed Browsing Flaws Detected
Tabbed browsing, one of the more popular features built into alternative Web browsers, contains a security flaw that puts users at risk of spoofing attacks, research firm Secunia warned on Wednesday.
The flaws target the tabbed browsing feature, which lets surfers view multiple Web sites in a single browser session.
A second vulnerability also makes it possible for an inactive tab to always gain focus on a form field in the inactive tab, even if the user is viewing a different Web site in another tab, Secunia said.

Asa Dotzler - Firefox and more: tabbed browsing
Duplicating third party toolbars into each tab is a tremendous waste of memory and a horrible implementation of tabbed browsing.
What is obvious, from the information presented/leaked thus far, is that the Tab Implementation (since it was an after thought to "catch up" with all the other browsers), is a kludge on top of the IE core browser.
The fact that the toolbars, are instanciated, per tab, indicates (as does the IE7 Blog), that the implementation, is a high level wrapper, of complete IE window objects, which is why toolbars (3rd party) are in each and every tab).
