And in Gloucester Township, where a dead deer was found at a school bus stop two weeks ago, it is drawing sharp criticism from officials who joke about relocating the carcasses to state roads.
The state's new policy mirrors one in Pennsylvania where the commonwealth removes deer from its roads and interstates, leaving the municipalities and counties to take care of the local roads.
Dan Emmer, a spokesman for the New Jersey Association of Counties, said yesterday that the state is decentralizing the deer collection.

Township Administrator Doug Cramer said the township would have to spend $400,000 for additional manpower and equipment to meet the time constraints in the new rules.
The new time limits would be impossible for the township to meet, given the current number of employees and equipment, the massive quantities of leaves set out and the distance workers have to travel, Cramer said.
Tabernacle is 49.5 square miles and is entirely in the heavily wooded Pinelands preserve.
