The Table of Ranks was a system of advancement introduced by Peter the Great in 1722 for use in the three branches of government service: military, civil, and court.

The Adolescent Rank table is there for use with the default cultures (which are very generic) given in HARP.
None of these need be close to each other, and the way that the cultures are done, it would be very easy to add your own.
If you want to see a different take on them, there is an alternate adolescent skill ranks table in my House Rules for 1190AD Wales at http://www.rpgrm.org It's an almost historical setting so it may be of some use to you.
