This remarkably well-done tactical shooter is a challenge for all but the most seasoned of FPS gamers, but it is a great experience in realistic tactical gameplay from a soldier's perspective.
The GOTY edition combines both the original tactical shooter and its first expansion pack, Desert Siege.
Although its action-oriented take on World War II battles and arcade-style gameplay will turn off most hardcore grognards, general fans of wargames and multi-player FPS enthusiasts won't go wrong with the addictive group fun of Battlefield 1942; provided you have the hardware and broadband connection.

Naval and strategic warfare was handled on an abstract theatre wide basis, while tactical air power was given a bit more specificity (but was still very generalized).
In the SPI board game they used a fairly simple system of political prestige points to activate allies, but their control was ceded to the appropriate human player, and this led to all kinds of crazy (but rules-legal) strategies like sending the Axis minor neutrals to garrison the Atlantic Wall from '41 to '43.
I don't know squat about the practical problems of creating a computer wargame, but I guess the biggest obstacle would be creating an AI that could handle the numerous minor neutrals and allies, not to mention the other political factors, like Turkish and Spanish neutrality.
