Taiwan News (formerly China News) is one of the three English-language newspapers in Taiwan, the other two being the Taipei Times and the China Post.
The China News was established in Taiwan back in 1949, when the government of the Kuomintang settled on the island.
In order to compete with this new concurrent, the China News had to change and was published in the morning in order not to lose its advertisements.

Although this is a lot for Taiwan, it's not enough to lure qualified teachers (by qualified I mean with a teaching certificate and native English speakers) to uproot themselves from their home country, move half way around the world, and live in a totally unfamiliar environment.
Although Taiwan is offering more than many teachers can make in their home countries, we have to remember that the teachers staying in their home country are often participating in a retirement plan and building up seniority at their schools.
I am sure International Avenue Consulting is doing a great job trying to recruit teachers from inside Taiwan but I am not sure if they are active in other countries.
