Full-delivery stocks are stocks of certain distressed companies, the trading of which requires the buyer to prepay the purchase price and the seller to pre-deliver the stocks when an order is placed with the securities broker.
However, the ROC Securities and Exchange Law was amended in 2000 to require that, effective January 2001, transferees of shares of the TSEC be limited to securities firms licensed by the SFB, in order to encourage active participation by the securities firms in the operations of the TSEC.
Under this law, the standards for the establishment of securities exchanges in Taiwan are drafted by the SFB and approved by the FSC.

he Taiwan Stock Exchange is cooperating with law enforcement agencies in the investigation of at least four listed companies and their possible involvement in insider trading schemes that allegedly took place just prior to the firms' sharply lowering their financial forecasts.
Officials said the investigations were all started by stock investors who questioned the actions of corporate executives and large shareholders who allegedly engaged in massive stock transactions at or around the time these companies announced sharply reduced financial projections.
TSE officials said they plan to look for more effective measures and hold public hearings to search for new ways of gathering relevant financial data so that they may have solid evidence to nail down violators of the Stock Transaction Law and seek jail sentences in order to deter insider trading in the future.

Taiwan media have speculated that the central bank, whose board will meet on August 8, might try to jump-start a recovery by easing bank reserve requirements or even lowering interest rates again.

Article 10(2) of the TSE's business rules states that the TSE may charge securities businesses a fee for providing the use of its information or facilities, the details of which are to be set and publicly announced by the TSE (i.e., Regulations Governing the Administration of Use of Trading Information.
They were unable to meet the stock exchange regulations regarding qualifications of information companies that wanted to apply for access to the market information (a capital of NT$50 million and turnover of at least NT$50 million during the preceding six months are required).
Although the TSE provides the same information to Data Communication Institute and information business, because of differences in the fee structure and the application procedures, it is suspected that there may be discriminatory treatment occurring.

The introduction of the Taiwan 50 Index Futures is aimed at boosting the liquidity of Taiwan's futures market and encouraging more institutional investors to participate in the market, the officials said.

Taiwan chip packaging and testing company Siliconware Precision Industries Co. (SPIL) said Thursday it had paid NT$545.2 million (US$1=NT$34.000) for new equipment, bringing its total purchases over the past week to around NT$1.28 billion.
In a statement to the Taiwan Stock Exchange, Siliconware said it had bought 10 pieces of equipment from Agilent Technologies Inc. (NYSE:A) between Oct. 13 and Nov. 11 for a total of NT$545.2 million, or NT$54.52 million each.
TSMC said Monday in a statement to the Taiwan Stock Exchange that it had purchased 19 pieces of equipment from Mattson Technology Inc. (NasdaqNM:MTSN) between March 6 and Nov. 10 for a total of NT$507.2 million, or NT$26.70 million each.

Taiwan and China which were split in 1949 at the end of a civil war are still technically at war despite commencement of civil contacts in the late 1980s.
