KABUL (Agencies): Afghanistan's ruling Taliban militia and opposition forces are engaged in a heavy artillery duel in the rugged northeast in which two civilians have been killed, resistance sources said on Wednesday.
The exchanges had entered their second day in Chal and Eshkamesh districts of Takhar province, which is divided between the opposing forces.
Badakhshan province, neighboring Takhar to the east, is the last province under Masood's complete control.

The gorge lies east of Takhar provincial capital, Taloqan, and is a key obstacle to any Taliban advance on the opposition capital of Faizabad.
Both the warring factions appear to be focused on Takhar, which lies on a supply route of Masood forces from Tajikistan.
Takhar area is also adjacent to Badakhshan province, the political heartland of opposition groups which the Taliban toppled in 1996.

Most of the walls of the Zobin Fort, mostly in ruins, are still visible on the top of the distant mountain just 4 km from Taluqan city, the capital of Takhar, but locals complain that the fort has been excavated extensively.
Mir Abdul Rauf Zakir, speaking on behalf of the Takhar archeology department, admitted excavations of historic sites were widespread in Takhar.
Takhar's most famous and historic site is Ay Khanum on the banks of Kokcha River.

Nongovernmental organizations (NGOs) in the northern province of Takhar, including those funded by USAID through the Rural Expansion of Afghanistan's Community-based Healthcare (REACH) Program, consistently strive to vest and involve the community in their programs.
However, in late May 2005, when international news reports (later retracted) of desecration of the Holy Qur'an at Guantanamo prompted disturbances in many parts of Afghanistan, it became clear that a wider, more unified effort was needed to gain the trust and involvement of all segments of the Afghan population.
Leaders and influential citizens in the city of Taloqan and in the villages and towns of Takhar's rural districts were asked to participate.

In Takhar, Mr Atmar said his ministry is already putting US $6.5 million into the province through the National Solidarity Programme (NSP) for 5 districts this year; the ministry is further funding US $1.5 million for road building projects; and a further US $1.0 million for drinking water.
Speaking in Takhar Province's conference hall in Taloqan yesterday (Tuesday), Mr Atmar said "the continued provision by the Afghan Government of Alternative Livelihoods for the province would depend on the commitment of the people and the provincial government in carrying out full elimination of opium poppy this coming year."
During their visit to Takhar, Mr Atmar and the other senior Afghan officials also discussed the damage incurred in the province from recent floods, which have affected many villages, where houses and crops have been destroyed.

The extent and location of opium poppy cultivation was surveyed in 6,842 villages in 18 provinces, including the 3 provinces in which opium poppy cultivation was verified in 1998 but could not be surveyed due to security constraints.
To address increasing reports of small scale opium poppy cultivation in the provinces of Jawzjan, Kunduz and Takhar, the Survey was conducted for the first time in selected districts in each of the provinces.
In Kunduz province opium poppy was surveyed in the districts of Aliabad, Chahar Darreh, Emam Saheb, Khanabad, Kunduz and Qala-e Zal.

KABUL, June 7: Afghan opposition forces on Thursday shot down a fighter aircraft of the Taliban in northern Afghanistan's Takhar province, a resistance official said.
Chal, located 30kms south of the Takhar capital Taloqan, was scene of recent heavy battles between the Taliban and opposition forces.
Taliban officials late on Thursday claimed the capture of another opposition held town of Namak-Aab abutting Chal district in Takhar province.

When CAF received the REACH grant in October 2003, it had two main objectives for its work in three districts of Takhar province, located in northern Afghanistan: To increase access to quality health services through implementation of community based health care and (2) to train, support, supervise, and supply 120 Community Health Workers (CHWs).

Karzai also said that Afghanistan must be rebuilt with "hard work." The United Nations is flying aid to the flooded areas.
The western Farah province is among other areas that have been hard-hit by the flooding.
