Eternia is a 2D anime-style RPG with an original real-time battle system taken from its predecessors, Tales of Phantasia and Tales of Destiny.
Tales of Eternia doesn't relate to Tales of Destiny, except for a few brief character cameos that are typical in all of the games in the series following the first.
Tales of Eternia carries on the tradition of the Linear Motion Battle System (LMBS), a system that is somewhat similar to a 2-D fighting game.

Tales of Eternia is the classic PSOne RPG adapted to PSP, part of the mythic Tales of series.
Tales of Eternia is cute in a Japanese sort of way without being childish, and it is addictive.
Tales of Etermia is a remake of a PS1 game of the same name (it was released as Tales of Destiny 2 in the US and like so many other decent RPGs before it, was never released in Europe at all) ported to the small screen of the PSP.

Tales of Eternia actually appeared on PSone around the same time PS2 was being hyped for release, so the game may have actually missed some of ther market as a result of its system's bigger brother.
To set it up, Tales of Eternia is based in the world of Inferia where a huge explosion has rocked the sky and all of the land's inhabitants are fearing something catastrophic is about to plague their land.
This unique level-up and battle system are the big draws for the Tales series (again, it's fairly similar for all the titles), along with its uber-extensive story (which can last upwards of 60 hours), and the great character development we've come to expect from the Tales team.

It says something that, immediately after its Japanese release, Tales of Eternia was hacked by fans, the original Japanese text extracted and replaced by an English translation before being sewn back together and promptly released onto the internet.

Tales of Eternia is based off of a popular game and while you do not need any background information to be able to understand the series, knowing the facts about the game will surely make things more clear before viewing the series.
Overall, this short 13-episode stint is basically a partial intro into the game and is intended to get the viewer to purchase the game afterwards, in order to answer all the questions that are left wandering in the viewers mind.
If the creators didn't use the anime to sell more game copies, the series would have been much better, but unfortunately the creators behind this series were all in it for the big bucks and not a well-crafted series.

Tales of Phantasia was originally on a Nintendo system (SNES), so its being remade on a Nintendo system (GBA).
As this having the best story out of all of them(sorry Tales of Symphonia fans) and having such a great battle system, there will be no doubt that this will be in my library of games once the PSP comes out.
About the re-release of Tales of Phantasia, there is no word about it, only rumors that it would be released again.

Overall, Tales of Eternia is a well-rounded anime.
I've never played the game (called Tales of Destiny II in the states), but after watching Tales of Eternia, I will admit that I'd like to take a shot at the roleplaying game.

For the PSP, Namco have seen fit to port across Tales of Eternia, a game that was originally released on PSone, many years ago, with a few visual adjustments and game loading system that puts everything else on the PSP to shame.
But it does its job well enough to push you through the flat textures and sprites befitting the SNES are what you'll find most of the time, but the over-world is fully 3D (though in the simplest sense of the word), and all battles are random and on-scripted (barring story-specific ones).

Of course, since this is more or less an extended commercial for the Eternia game, the focus here is on the visuals, and any lack in substance is probably to be expected.
Based on the Japanese RPG of the same name (Tales of Destiny 2 in the states), Tales of Eternia is one of the better game to anime conversions to date.
Unlike most game based anime, ToE doesn't try to retell the story, but simply fits nicely as a sort of filler/side quest to the main story arc from the game.
