Cebu City is expected to file today a formal petition to question the conversion of Talisay from a municipality into a component city of Cebu province.
Cebu City has two main grounds in the petition: that Talisay City is bereft of the minimum requirements mandated by the Local Government Code to qualify for conversion into a component city and that the alleged illegal conversion reportedly has prejudiced Cebu city in the internal revenue allotment.
Cebu City further said that Talisay cannot qualify for conversion allegedly because DBM records reportedly show that Talisay reportedly only has 39.87 square kilometers in connection with its computation of internal revenue allotments, as opposed to the statutory requirement of a contiguous area of at least 100 square kilometers.
