  The Provincial Profile of Maguindanao
Maguindanao continued to be a part of the province of Cotabato until November 1973 when the province was divided into the three provinces of Maguindanao, North Cotabato and Sultan Kudarat by virtue of Presidential Decree No. 341.
Maguindanao was the scene of clashes between government forces and Bangsa Moro secessionists during the height of the armed struggle to create a Moro homeland forcing thousands to seek refuge in more secure settlements.
Maguindanao is predominantly an agricultural economy that produces palay, corn, coconuts, bananas and cassava.

The ongoing military operations in Maguindanao against purported terrorist groups is threatening the ceasefire between the government and the Moro Islamic Liberation Front.
The air and ground assaults displaced residents of eight barangays in the municipalities of Datu Piang, Guindulungan, Talitay and Mamasapano and wounded civilians caught in the open during the assault.
Secondly, Bantay Ceasefire considers the current fighting in Maguindanao exceedingly alarming and calls upon the AFP and the MILF to strictly observe and implement the ceasefire mechanisms in settling disputes and complaints for any violation of the ceasefire.

COTABATO CITY -- Hundreds of residents in three villages in Talitay, Maguindanao have refused to return home reportedly due to the continued presence of fully-armed men believed to be members of the Moro Islamic Liberation Front (MILF) who occupied the areas early this month.
Meanwhile, residents of three neighboring barangays in Talitay reportedly urged the military to put up a military base in the tri-boundaries of their villages to prevent MILF forces from establishing anew a "shadow government" there.
Meantime, the Maguindanao Provincial Peace and Order Council urged the government and MILF peace panels to help the military and the Maguindanao police in prosecuting rebels responsible for the reported atrocity.

COTABATO CITY — The Army in Central Mindanao has denied involvement in the recent harassment of Moro communities in a remote town in Maguindanao that led to the displacement of hundreds of families in the area.
Generoso Senga, commander of the Army’s Sixth Infantry Division, said that contrary to reports, there was no order to attack a civilian populace in Talitay, Maguindanao that started April 7.
Ali and seven other barangay officials in Talitay have appealed to the GRP and MILF’s CCH to investigate the incident to prevent escalation of armed skirmishes in the area.

At the same time, the government and MILF peace panels agreed to reposition the MILF forces in Andavit as government troops continued staging pursuit operations against the Pentagon gang kidnappers.

 BARBERS PROTESTS BIAZON VICTORY
In filing the petition, Barbers’ lawyers Juanito Arcilla and Lindley Santillan said an estimated 19,000 votes have remained uncanvassed in Lanao del Sur, Maguindanao, and Sultan Kudarat.
Barbers, through his lawyers, said that Biazon’s "hasty proclamation" was "illegal, premature and anomalous" as there are still enough votes that could "materially change" the results of the elections.
Special elections are yet to be held in the following municipalities: South Upi and Talitay in Maguindanao, Columbio in Sultan Kudarat, Tinglayan in Kalinga, Silvino Lobos in Northern Samar, Ligao City in Albay, and Kapai, Madalum, Bayang, and Balabagan, all in Lanao del Sur.
