Tallon IV is the fictional planet on which the video game Metroid Prime is set.
However, a meteorite stuck the planet in the future and brought with it a radioactive substance called Phazon.
According to the European version of Metroid Prime, the Chozo never changed into incorporeal beings and were on Tallon IV the whole time, even when the meteorite struck the planet.

I've transcribed all the chozo lore entries from the european version, you can get it from http://www.netsoc.ucd.ie/~rory/chozo-lore-eu.txt In short the EU version doesn't really say that the Chozo left.
Twenty years, for example, is probably not enough time for Phazon, even potent as it is, to have that much effect on Tallon IV.
Sure, the planets seem to be in the same system, but unless Samus can time travel or was, say, put in crygenic suspention, it's a little far-fetched to say that the Tallon IV colonists knew her as the Zebesian Chozo did.

If the Phazon does pollute Tallon IV after Samus has left the Chozo people, then having the Chozo abandon technology and construct their natural sanctuary on Tallon IV in a space of 10-20 years isn't too much of a stretch, though.
The Pirates discovering the neighboring Tallon IV and beginning their research on Phazon within that timeframe isn't a stretch at all, seeing as how Zebes is very close to Tallon IV, and Tallon IV would definitely make for an easy place to move the base of operations while rebuilding the base at Zebes.
The ruined state of their Tallon IV colonization, the remnants they left behind, as well as the ghostly state many of their race remain in on Tallon IV serves to greatly underscore this hasty ascension, in my mind.
