Channel 9 reported yesterday that leaked passages from an unauthorised biography of Mr Howard reveal he decided to turn the Tampa away despite initial advice from the attorney-general's department that it could be a breach of international law.

It was the thanklessness of the shipwrecked people plus the weakness of the Tampa's captain in allowing these same people, whom he had just saved from a terrible fate, to take over his ship and that placed the Australian government in a terrible predicament.
