In 1931, China claimed him publicly to be the author of the 1927 "Tanaka Memorial" Imperialist Conquest Plan, advocating the conquest of Manchuria, Mongolia, and eventually the whole of China.

The Tanaka Memorial was published by the Chinese as Japan's master plan for world conquest, a plan that stated that war with the United States of America was inevitable.
The existence of the Tanaka Memorial was officially denied by Japan, though according to Crow; "its existence is hinted at in a magazine article by Fusanosuka Kuhara, who was Minister of Communications at the time of the conference in Manchuria." (page 20).

In 1929, Tanaka became the first prime minister to reside in the shusho kantei, the building that served as the official residence until April 2002.

The 1942 edition is mistakenly thought by many to be the first edition.
