They comprised the state of the art in post-World War II conventionally-powered submarine design; a design that was incorporated into and replaced by the nuclear-powered submarines of the 1950s and beyond.
The four stern tubes of previous classes were reduced to two shorter, simpler tubes that could not accommodate the longer antiship torpedoes and had no capability to actively eject torpedoes.
Tang (SS-563) was built at Portsmouth Naval Shipyard; Trigger (SS-564) at the Electric Boat yard in Groton, Connecticut.

USS Gudgeon (SS/AGSS/SSAG-567), a Tang-class submarine, was the second ship of the United States Navy to be named for the gudgeon, a species of small fresh-water minnow.
As she made her way around the world for the next six months, the submarine docked at Asian, African and European ports before a triumphal entry into Pearl Harbor 21 February 1958, eight months and 25,000 miles (40,000 km) since taking departure.
The ship was cut in half and an 18 foot (5 m) section was added during a conversion which gave the submarine new and larger engines as well as the PUFFS passive sonar installation.

Submarines and the weapons (both torpedoes and missiles) they use are high-maintenance items.
Improper maintenance can lead to systems breaking down (a November-class submarine was lost during an Okean exercise in 1970 due to an engineering casualty), or worse (a poorly-maintained torpedo might explode in the tubes or make a circular run — the latter was what sank the USS Tang in 1944).
Western submarines and their weapons, on the other hand, do not share the same lack of maintenance, and problems that sank Russian subs were long ago addressed and dealt with.

Taiwan's request for submarines was reportedly examined at length by the Clinton Administration, including inputs from the National Security Council, the State Department, the Department of Defence, and US Navy, with a basic consensus reportedly having been reached.

After completing a 3 month advanced submarine exercise in the Atlantic, Harder changed her home port to Charleston, S.C., where she arrived 17 November and joined Submarine Squadron 4.
