I assumed that Tanglish was the Tamil language converted to English form by using the English alphabet, much as modern Vietnamese is. I was wrong.
Apparently Tanglish is a patois made up of Tamil and other languages mixed with English.
One website carried the interesting comment that Tanglish is not taught by parents to their children, but rather by children to their peers and used to communicate in code to keep parents and other adults from understanding what the rebellious youth are saying to each other.

In Tanglish, it is the tamil language which takes the hit and the english words are pronounced with the same pronounciation.
In tanglish sometimes you can make out the Tamil words easily but in Bashai it is really difficult and Bashai has its own Tamil Vocabulary, which is hard to find in other parts of the Tamil Nadu.
Well Tanglish is usualy used by students (esp of the middle class and upper middle class and all girls of all class (just excluding mineemas)) :) and Madras Bashai in its purest form is spoken in the slums.
Some observers consider "Tanglish" to be distinct from "Madras bashai", in that "Tanglish" is considered to be English with Tamil influences and loanwords, while "Madras bashai" is considered the opposite.
Madras bashai is however not a type of Engrish, since it is not the result of trying to speak English correctly and then failing.
Using these forms in formal situations or with strangers is considered very juvenile, analogous to using emoticons in a high school essay.
