For now, the betel nut sellers of Taoyuan county appear to be complying with the new rules.

While we were shown a brand new facility with a few fairly healthy dogs, most dogs still languish in the old pound rife with diseases, fighting, and cannibalism.
The county has no timeline to close down and move dogs to the new shelter.
