In computing, the taskbar is a term for the application desktop bar which is used to launch and monitor applications in Microsoft Windows 95 and later operating systems.
The Windows Shell places a button on the taskbar whenever an application creates an unowned window: that is, a window that doesn't have a parent and that is created according to normal Windows UI guidelines.
In various KDE distributions, the taskbar is run by the kpanel program, and consists of two parts: the panel and the taskbar.

Note that the taskbar does not "follow" the mouse pointer as you drag; instead, it remains visible in its current position until the mouse pointer reaches a different edge of the screen and you release the mouse button.

In early builds of Windows 95, the taskbar originally wasn't a taskbar; it was a folder window docked at the bottom of the screen that you could drag/drop things into/out of, sort of like the organizer tray in the top drawer of you desk.
The taskbar can be docked to any edge of the screen and I HATE it when applications assume that it's at the bottom and position themselves accordingly.
Regarding the taskbar on top vs. bottom debate: there are usability reasons to put the taskbar on the bottom, too.

It also prevents an inopportune taskbar window appearing over your application when the mouse goes close to the screen border.

A very useful area of the taskbar, the quick launch bar (see fig 1.2) allows you direct access to your programs, files or folders with just one click and is visible (by default) even when you have a window open.

 The Old New Thing : What's with those blank taskbar buttons that go away when I click on them?
I'll see an unidentified IE icon on the taskbar, and click on it to see what it is. While the popup restores out of view, a legitimate IE window also restores, looking as if it's the one I clicked on.
When you mouse over the icon, the taskbar finally has a reason to talk to the window backing the icon, and that's when it notices that the window is no longer valid.
These seem to be associated with the various toolbars on the taskbar, and there was a "blank" area between other tool bars where the application buttons were displayed.

The System Administrator can copy down the taskbar.exe file on to the users' workstations and then add entry into the users' login script which will then execute the program when the current user logs in.
Alternatively, Taskbar can be housed on the server and the Admin can change the path to the executable taskbar.exe file via a reg entry in the users login script..
