The mobilization of a larger constituency of Latvians occurred as a result of the successful campaign to stop the construction of a hydroelectric dam on the Daugava River in 1987.
In 1988 this grassroots protest was joined by the Latvian intelligentsia, whose demands for decentralization and democratization were forcefully articulated at the June 1-2 plenum of the Latvian Writers Union.
Several months later, the idea of a popular front was brought to fruition, with a formal first congress organized on October 8-9, 1988.

The Popular Front of Latvia (Latvijas Tautas Fronte in Latvian) was a political organization in Latvia in late 1980s and early 1990s which lead Latvia to its independence from the Soviet Union.
Tautas Fronte was supported by moderate members of the leadership of Latvian SSR but opposed by hardline Communists.
Dainis Īvans, the chairman of Tautas Fronte, became the speaker of parliament and his deputy, Ivars Godmanis, became the prime minister.

En même temps le Conseil du Front Populaire de Lettonie considère que les modifications et corrections proposées de la Constitution de l'URSS sont en contradiction avec le processus de décentralisation du pouvoir défini par la 19ème Conférence du PCUS et reflètent une volonté sans équivoque de créer un état unitaire.
Le Conseil du Front Populaire de Lettonie considère que, dans les conditions actuelles, il n'y pas de garanties crédibles pour que le Soviet suprême de l'URSS adopte les propositions de la commission du Présidium du Soviet suprême de la RSS de Lettonie, propositions contenant les garanties de la souveraineté de la république.
Le Front Populaire de Lettonie fut l'acteur et l'interlocuteur principal de la restauration de l'indépendance, rallia une très large majorité de la population et servit de structure-forum pour toutes les sensibilités du mouvement.

In six years of continuous war, with front lines changing from year to year and even month to month, more than one-quarter of all farm buildings had been devastated; most farm animals had been requisitioned for army supplies; and the land had been lacerated by trenches, barbed wire, and artillery craters.
Its initiative was endorsed by numerous deputies within the Popular Front of Latvia, who were so opposed to any compromises on this issue that they created a separate parliamentary faction called Satversme (Constitution).
Their reluctance to tamper with the 1922 constitution and the basics of the 1918 republic extended to a refusal to change Latvia's electoral law, which technically was not even part of the constitution.
