The roots of Tautas Saskaņas Partija are in the moderate wing of Tautas Fronte, the Latvian independence movement of late 1980s and early 1990s.
Its leader, Jānis Jurkāns, was the first minister of foreign affairs of Latvia from 1990 to 1992, until having to leave the government for too moderate positions in relations with Russia.

PCTVL was established in May 1998 by three political parties: Tautas Saskanas Partija Tautas Saskaņas Partija (''People's Harmony Party''), Equal Rights, Latvia Līdztiesība (''Equal Rights'') and Latvijas Socialistiska Partija Latvijas Sociālistiskā Partija (''Socialist Party of Latvia''), all of which were mainly supported by Russian-speaking voters.

On 19 February 2003, MPs from the Social Harmony Party (Tautas saskanas partija - TSP) officially established a separate faction within the Saeima.
TSP leader Janis Jurkans was elected chairman of the faction, with Janis Urbanovics (TSP) and former Lidztiesiba member Andrejs Klementjevs as his deputies.
Thus the TSP faction will now comprise a total of 17 MPs, whereas the PCTVL faction will consist of five Latvian Socialist Party MPs and three members of Lidztiesiba.
