Sam Galbraith resigned on 20 March 2001, and his environment portfolio was combined with that of rural development.
Tavish Scott was moved to take on the Transport portfolio, and was replaced as Deputy Minister for Finance and Public Services and Parliamentary Business by George Lyon.

 Tavish Scott
From 1994 to 1999 Tavish Scott was a local councillor representing Lerwick Harbour and Bressay Ward on Shetland Islands Council.
Mr Scott was the Deputy Minister for Parliament from 1 November 2000 until his resignation on 9 March 2001.
Mr Scott joined the Scottish Cabinet on the 29th June 2005 when he was appointed Minister for Transport.

Tavish Scott added: "The incident showed yet again the need for major improvements to the regulation of the movements of vessels carrying hazardous cargoes in coastal waters and the need for better provision of salvage tugs.
It was down to chance that the wind and tides combined to carry the stricken tanker away from land, the incident could otherwise have ended with a wrecked tanker and 78 000 tonnes of crude oil cast onto the coastline of Fair Isle, North Ronaldsay or the Shetland mainland.
Mr Scott said he had been strongly lobbied by Fair isle residents who are campaigning for the designation of a marine nature reserve around the waters of the small island half way between Orkney and Shetland.

Tavish Scott, the transport minister, said planning had to start now because a new bridge would not be ready until 2014 at the earliest.
Mr Scott said an audit of the corrosion he ordered in November showed the bridge might have a slightly longer lifespan than previously thought, but experts could not give exact dates.
Mr Scott also rejected plans yesterday to replace £1 tolls with charges of up to £4, a decision which bridge managers warned could mean traffic queues doubling and peak-time congestion extended by an hour.

Tavish Scott was educated at Anderson High School, Lerwick, and Napier University in Edinburgh where he graduated in BA (Hons) Business Studies in 1989.
He was elected as MSP for Shetland in May 1999 and served as Deputy Minister for Parliament between November 2000 and March 2001.

Dunfermline East Labour MSP Helen Eadie, who is preparing a private bill to scrap the tolls, launched a blistering attack on Mr Scott and his Liberal Democrat predecessor as transport minister Nicol Stephen, now the deputy first minister and enterprise minister.
She said she had spent the last few weeks trawling through responses to the Phases 1 and 2 Toll Bridges Review and was incredulous that either Lib Dem minister Nicol Stephen or Tavish Scott could undertake such a major policy review without requiring a whole matrix of information.
