Since the early 1990's, the central government's system of financing education in Denmark has changed considerably and is now almost exclusively based on the so-called taximeter system, which is a comprehensive financing system based on per capita grants (cash-per-student) to institutions.
Most types of educational institutions are now financed under the taximeter system, no matter whether they are state-owned or self-governing.

Taximeter - Any mechanical or electrical device attached to a taxicab which records and indicates a charge or fare in dollars and cents measured by distance traveled or waiting time or both.
Any person convicted of tampering with or otherwise manipulating a taximeter and any person found to have tampered with a taximeter seal or found with a fraudulently obtained taximeter seal will be subject to a $250 fine for the first offense.
The Chief of Police shall have the authority to require that a taximeter be re-certified and resealed at any time the Chief has reason to believe that the taximeter may not be accurate or that there may have been tampering with or an unauthorized adjustment made to the taximeter.

A taximeter shall be designed to maintain an adequate stability of its metrological characteristics over a period of time estimated by the manufacturer, provided that it is properly installed, maintained and used according to the manufacturer's instruction when in the environmental conditions for which it is intended.
A taximeter shall be designed to reduce as far as possible the effect of a defect that would lead to an inaccurate measurement result, unless the presence of such a defect is obvious.
These are that taximeters are compliant with the essential requirements, that the manufacturer has demonstrated such compliance with the essential requirements and that the instruments have the CE marking, the M marking and the identification number of the relevant notified body affixed to them (regulation 4(1)).
