Born in Virginia in 1784, he was taken as an infant to Kentucky and raised on a plantation.
Although Taylor had subscribed to Whig principles of legislative leadership, he was not inclined to be a puppet of Whig leaders in Congress.
In addition, Taylor's solution ignored several acute side issues: the northern dislike of the slave market operating in the District of Columbia; and the southern demands for a more stringent fugitive slave law.

Taylor's ascent to power, and the election of fellow National Patriotic Party candidates to a majority of legislative seats in the National Assembly, marked what many hoped would be the end of seven years of civil strife.
Taylor, one of seven children, was born on January 28, 1948 in Arthington, near Liberia's capital of Monrovia.
Taylor was arrested in May of 1984, and a court in Boston determined that there were sufficient grounds to detain him while Liberia's request to send the fugitive back were considered.
