A technical government is a non-party government made up of unelected 'technocrats' such as civil servants, magistrates or experts from outside the political circle such as bankers instead of members of the country's legislature.
They are usually formed when it is impossible for a government to be formed until new elections are held in order to ensure administrative functions are carried out.
An example of a technical government is the government of Italy led by Carlo Azeglio Ciampi, a former governor of the national bank, from March 25 1993 until May 1994, or Lamberto Dini's government which held office from January 1995 until April 1996.

I suppose we could write this off as merely an unsurprising development from a government that no longer bothers to even appear to be adhering to rules, laws and procedures, let alone actually doing so.
The federal government does not have the legal authority to borrow above the statutory debt limit, which raises the prospect of emergency congressional action to avoid a full-fledged default.
Leaving aside the issue of a technical default, one wonders why questions aren’t being asked about the rate of debt accumulation and whether it’s sustainable.
