Beats me. Technocracy is a competent, aggressive piece of work, featuring some earlier COC works on one short disc, but it's far from exciting.
Technocracy was their 3rd record, a 5 song EP.
So, "Technocracy" may not be an absolute crap (At moments, I was able to get enjoyed listening it...) but, don't consider it as 'one of their best'.

If technocracy will be used under a capitalist system it would increase the process of division of labour and thus create a more organic style of production which seperates the workers from the product.
If technocracy can be used to create a heterogeneous form of production, were the worker is in control of the product and can sell it by own means, than I would be in favour of technocracy.
I sympathize with technocracy and think that technology is both indispensable and inevitable for human evolution.
