Technostructure - Wikipedia, the free encyclopedia
Technostructure is a term coined by the economist John Kenneth Galbraith in "The New Industrial State" (1967) to describe the group of technicians within an enterprise (or an administrative body) with considerable influence and control on its economy.
The power struggle between the technostructure and the shareholders was first evoked by Thorstein Veblen in "The Theory of the Leisure Class" (1899), questioning who, among the managers and the shareholders, should control the enterprise.
Since the technostructure is composed of an hierarchical system of influential employees inside the enterprise, its primary goal is not to maximize their profits but rather survival, continuous growth and maximal size.

One of these is likely to be job-satisfaction: graduates with trained minds welcome the challenge of the new and are keen to put their hard-earned technical virtuosity to some use, even if the cost of amusing innovativeness and accelerated obsolescence happens to be a diminution in the profits remunerating the capitalist.
The second is security: the organization man values continuity of employment, the technostructure as a whole cannot afford the loss of key specialists, and any committee that wishes to be effective jealously defends its autonomy against uninformed outsiders (politicians and property-owners, managers and money-lenders) who would seek through intervention to countervail its power.
Nor are the basic predictions of the old-style economist likely to be called seriously into question by the emergence of the new-style objectives: profit as means or profit as end, the economist will reason, theory predicated upon profit-oriented motivation is not significantly less relevant in the one case than it is in the other.

A new "closure" is occasioned in our sensory organs and faculties, both private and public, by new technical extension of man. And McLuhan's "therapeutic": the deployment of the "creative imagination" as a new way of seeing technology, and of responding, mythically and in depth, to the challenges of the age of electric circuitry.
The technostructure thus absorbed McLuhan's discourse on his own terms: it transposed his search for a new, universal civilization into an historical justification of technological necessitarianism; and it showed precisely how compatible the Catholic conception of "transcendent reason" is with the rationalising impulses of the technological system.
McLuhan's one possible avenue of escape: the recovery of a "grounded" and emergent cultural practice or, at least, some sense of "intimations of deprival" which had been silenced by the technological dynamo was, of course, firmly closed to him by his commitment to the universal over the local, and to the metaphorical over the historical.

It is our plight to be processed through the technological simulacrum; to participate intensively and integrally in a "technostructure" which is nothing but a vast simulation and "amplification" of the bodily senses.
Indeed, to read McLuhan is to pass directly into the secret locus of the "medium is the massage"; to experience anew the "media" (this time the medium of writing) as a silent gradient of ground-rules.
The technostructure is both the lens through which we experience the world, and, in fact, the "anxious object" with which human experience has become imperceptibly, almost subliminally, merged.

Because the machine bureaucracy depends primarily on the standardization of its operating work processes for coordination, the technostructure - which houses the analysts who do the standardizing - emerges as the key part of the structure.
Whereas the machine bureaucracy generates its own standards - its technostructure designing the work standards for its operators and its line managers enforcing them - the standards of the professional bureaucracy originate largely outside its own structure, in the self-governing association its operators join with their colleagues from other professional bureaucracies.

This technostructure is not essentially profit-seeking in the old sense - it seeks the survival of its milch cow, the company, but that company's profits do not constitute the urgent priority they did for the the owner-manager of yore.
The technostructure gains its wealth directly from the company, making optimum profits secondary to the task of balancing the company's survival with the tendency to stasis.

Galbraith expects reform from the technostructure and from what he called the scientific/ educational estate (in The New Industrial State); from what used to be called, even by Marxists, the intelligentsia.
I think the technostructure is a myth, and that the real reason is that power is wielded by the owners and managers of capital in the interest of maximizing profits and the rate of capital accumulation.
This is a fundamental difference which should not be glossed over and cannot be reconciled by willingness to accept each other as allies.
