Kulongoski was elected to the State House of Representatives (1974) and to the State Senate (1978), representing parts of Lane and Douglas counties.
In 1996, Kulongoski decided against running for re-election as Attorney General, and instead successfully ran for and was elected to the Oregon Supreme Court in 1996 where he served for 4 1/2 years.

Kulongoski was honorably discharged and, on returning from overseas duty and with the help of the GI bill, he put himself through the University of Missouri, where he earned both his undergraduate and law degrees.
Kulongoski was elected Attorney General in 1992 and he was elected to the Oregon Supreme Court in 1996 where he served for 4 1/2 years.

Kulongoski, who was criticized by Saxton as well as some Democrats earlier this year for not being aggressive enough in his first term, made it clear Tuesday night that he’s going to push hard for his priorities in the legislative session that begins Jan. 8.
Kulongoski has been dogged by low public approval ratings this year, and even some of his traditional allies among unions and environmental groups were lukewarm about the governor during the contested primary elections earlier this year.
