Telefilm Canada, the country's biggest funding source for film and television production, announced yesterday a new deal with CBC to produce feature-length documentary films.
Frulla said Telefilm's control of the fund was on a contractual basis only.
The CBC announcement is meagre by comparison - a $1.5 million commitment by Telefilm for the 2005-06 season - but it's part of a larger movement expanding the role of the agency, and its executive director, Wayne Clarkson, in how - and what - film and television is made in the country.

Telefilm's ability to recover its investment has been further reduced because independent producers could only attract private investment under the Capital Cost Allowance incentive if Telefilm allowed those investors to be paid back first, or at least on a preferred basis to Telefilm.
Telefilm has in fact reduced the proportion of Broadcast Fund production budgets it covers from an average of 32.3% over the past five years to 30% in the most recent year.
By 1994-95, Telefilm's Parliamentary appropriation had been reduced by 16%, from $146 million to $122 million, but Telefilm had (somewhat arbitrarily) reduced the Feature Film Fund by 57% from the levels set when the Fund was created.

 Spielberg sets “Anne Frank” telefilm
Los Angeles — Steven Spielberg has signed to executive produce a three-hour ABC telefilm based on the life of Anne Frank, the teenage icon of the Holocaust whose poignant diary has put a human face on the horrors of the Nazi era for millions of readers during the last 50 years.
The telefilm is expected to air next season, but there's no word on casting or a target date for the start of production.
While Frank's story of two years of hiding in Amsterdam, the Netherlands, is well-known, the telefilm will explore her early childhood in Frankfurt, Germany, through her last days at the age of 15 in the Bergen-Belsen concentration camp.

Franklin says Telefilm and CBC realize that $2 million is not a lot of money when considering how many quality feature docs are waiting to be developed, but adds that this pilot initiative could help pave the way for a larger funding program in coming years.

Newly hired Telefilm chief Michael Jenkinson says there's no doubt Canadian movies are world class - he just wants to get more people out to see them.
Telefilm has said a committee will no longer decide which Canadian-made films get funding.

The second significant amendment concerns provisions of the Financial Administration Act.  Telefilm Canada is exempt from certain provisions of that legislation; while preserving this exemption, Bill C-18 states that particular sections relating to financial accountability are to apply to the Corporation.  This constitutes a change from the situation as it currently exists.

MONTREAL - The battle between the Montreal World Film Festival and Telefilm Canada has entered the courts, with the Montreal fest launching a lawsuit against the federal funding agency in an attempt to stop the creation of a rival film festival.
The suit claims that the festival's international reputation was damaged by a report released in July, in which Telefilm and SODEC, Quebec's provincial film funding agency, criticized the annual event for lack of transparency in managing public funds.
In September, Telefilm issued a call for proposals to develop a new festival for Montreal.
