The telekiosk can be considered the technical successor to the telephone booth, a publicly accessible set of devices that are used for communication.
Telekiosks have been gradually appearing around the United Kingdom over the past few years.
The International Telecommunications Union is promoting the use of the telekiosk in Africa and parts of Asia where local people do not have access to communications technology.

It is already one year since the WorldSpace "mobile telekiosk" left the ITU telecom 99 Exhibition grounds in Geneva for its starting point in Bamako (Mali).The main objective of the mobile telekiosk is to explore, in rural areas and villages, the market potential for information and communication technologies (ICT).
When launching the telekiosks initiative at Telecom 99, WorldSpace's idea was to combine, under one roof, its own entertainment and multimedia services with traditional telecommunication services and take them to the people.
The telekiosk is equipped with an air conditioning unit and a power generator.

 Kabul Reconstructions
Your question made me curious about whether there had been any follow-through on putting more Telekiosks in more post offices throughout Kabul, so I checked out the UNDP Afghanistan website to see what was going on these days.
If you click on the "New Public Relations Experts for Kabul Telekiosks" story on that page, you'll see that there as of August 2003, there are now 9 Telekiosks in Kabul post offices and a number of new animators have also been trained to give the free computer classes and help people use the kiosks.
Will try to find out if the Telekiosks were affected too, but this certainly seems to suggest that Kabul is (for better or worse) connected to the same global Internetwork as the rest of us.

WorldSpace has worked with Thomson Broadcast to introduce a village communications center known as a Telekiosk to bring communications services to rural areas.
The Telekiosks are self-contained and are available as fixed or mobile units.
WorldSpace Foundation started off with the aim of improving literacy in Africa, and is providing content through satellite to smaller community radio stations in the continent.

First it is important to distinguish between access — the "opportunity" to use ICTs and the information that the ICTs can provide, from control — the power to decide how ICTs are used and who can have access to them.
A woman who visits a Worldspace telekiosk in Madagascar (I need more detail about this, I’m relying on memory) has "access" to ICTs and the information and knowledge that are available to her via the the ICTs at the kiosk.
