OCP's are using NTS numbers to earn revenue without consumer knowledge as many don't openly publish the rates to these numbers and if they do then they hide it away in hard-to-find places on their website.
I do feel that the 03 number proposal is still an etremely wastefull scheme, and imagine it to be only moderatly successful, but certainly not a highly demanded number range (no matter how idealistic some people are in their beliefs).
There are issues with numbers "running out" in some areas, though, and this is supposed to relieve pressure on geographical numbers, and remove the need for everyone to change their phone number again.

The number change meant that London returned to a single area code again (as in the old 01 days), with no "inner/outer" split.
This is incorrect in the sense that omitting the "020" area code will give a local number that can be dialled from any other "020" line, so the commonly seen spacing 020x xxx xxxx, does not conform to the normal practice of separating the area code by a space.

Ofcom plans to band new numbers by price and type of service to develop an association in the consumer's mind that the lower the digit that follows 08 the lower the price in that range.
I certainly hope the numbering plan goes ahead, if only to get personal numbering moved from 070 to 06, as it is certainly more misleading having a number code the same as a mobile than its 08 and 09 counterparts.
New number allocations will be become clearer on the call charges as they will follow a pattern (ie the higher the digit after the the '4', the higher the cost of the call - still upto 5p/min for numbers beginning 084x).
