  New approaches to television archiving
Television remains the most powerful medium in our culture, but we have almost no memory for it: broadcasts are ephemeral, and therefore difficult to analyze, fact–check, and evaluate.
What follows is a short survey of the types of institutions involved in television archiving; a brief exploration of some of the technical, cataloging and indexing, and legal issues common to most archiving projects; and some possible next steps towards ensuring effective preservation and access of television broadcasts.
The lack of a comprehensive unified catalog, known as a "union catalog," of archived television broadcasts is one major barrier to assessing the overall state of television archiving [15].

The first television programs were being broadcast, but the greater amount of information required to transmit television pictures required that they operate at much higher frequencies than radio stations.
Consequently, television reception was a "line-of-sight" phenomenon, and television broadcasts were limited to a range of 20 or 30 miles or perhaps across the continent by coaxial cable.
If you saw European news events on television, they were probably delayed at least 12 hours, and involved the use of the fastest airplane available to carry conventional motion pictures back to the U.S. In addition, of course, the appetite for transatlantic radio and telephone was increasing rapidly.

When broadcast sufficiently fast, human vision could not detect the fact that the alternate lines had changed, and as such the "interlacing" of the lines produced what appeared to be a higher definition picture, without flicker, using the same bandwidth.

 IEEE Spectrum: Death by DMCA
“Broadcast flag” legislation could require that all consumer electronics devices recognize protected television broadcasts and potentially refuse to copy them; a so-called “radio flag” bill would prevent or restrict the manufacture of hard disk recorders for digital radio; and an “analog hole” closure would restrict the connections new digital devices can make with analog devices.
The television broadcaster would transmit this identification during the video-blanking interval of the analog transmission, that moment in which the electron gun that paints the pixels on a television screen jumps from the bottom to the top.
This law would allow broadcasters to invisibly protect their programs from copying and redistribution in the same way that satellite and cable providers do, so broadcasters will not be forced to limit new television programs to fee-based subscription services to make them safe from theft.
