The TIA is responsible for generating the picture on the television set as well as providing access to features in hardware for the purpose of generating the game graphics.
The TIA is also responsible for generating two channels of sound from which the programmer can control pitch, volume and type of sound generated.
Atari later expanded on the design of the TIA for the Atari 400 and Atari 800 with the Color Television Interface Adapter, and again with George's Television Interface Adapter.

Three very helpful documents I have are the Stella Programmer's Guide, the system PCB schematics, and the gate-level schematics of the television interface adapter (TIA) chip.
The schematics indicate that the TIA design uses dynamic logic, latches, all manner of asynchronous resets and presets, gated clocks, and circuits cascaded using "ripple" techniques.
The first portion of the TIA that I implemented was the address decode, the write enables, and the read multiplexer for all of the registers.
