  Introduction to Telnet 3270
SNA 3270 refers to 3270 data streams that are transported from the source to the destination using the SNA protocol.
With SNA 3270, the mainframe application creates a 3270 data stream using 3270 commands, the data stream is transported over an SNA network, and the data is displayed on a 3270-compliant device.
The difference between a Telnet session and a TN3270 session is that a Telnet session uses the ASCII character set and sends a line of data at a time and a TN3270 session uses the EBCDIC character set and sends a block of data (a screen refresh) at a time.

 RFC 1041 (rfc1041) - Telnet 3270 regime option
Support for 3270 data stream requires that both sides: o be able to exchange binary data, o be able to put well defined delimiters into inbound/outbound data stream, o be able to establish the agreement between client and server on what type of terminal will be used.
Telnet server should try not to send any data to the telnet client while negotiation is in progress.
Telnet server may reply with "3270-REGIME IS..." to the telnet client only after all outstanding data have been already sent to the Telnet client.

  telnet man page
Therefore, when the telnet command is used to connect with a version 4.1 machine from a version 3.1 or earlier machine or earlier, the escape key produces two escape characters on the version 4.1 machine.
The default escape sequence is Ctrl-] for the telnet command, Ctrl-T for the tn command, or Ctrl-C for the tn3270 command.
When the telnet command is in line-by-line mode, entering the eof character as the first character on a line sends the character to the remote host.

TELNET - Wikipedia, the free encyclopedia
TELNET, by default, does not encrypt any data sent over the connection (including passwords), and so it is trivial to eavesdrop on the communications and use the password later for malicious purposes.
TELNET lacks an authentication scheme that makes it possible to ensure that communication is carried out between the two desired hosts, and not intercepted in the middle (see also Man-in-the-middle attacks).
SSH provides all functionality present in telnet, with the addition of strong encryption to prevent sensitive data such as passwords from being intercepted, and public key authentication, to ensure that the remote computer is actually who it claims to be.

Commands Reference, Volume 5 - telnet, tn, or tn3270 Command
The telnet command, which is also referred to as the tn or tn3270 command, operates in two different modes: command mode and input mode.
The Telnet protocol defines the carriage-return line-feed (CR-LF) sequence to mean "end-of-line." For terminal input, this corresponds to a command-completion or end-of-line key being pressed on a user terminal.
When a Telnet server receives the Telnet end-of-line sequence, CR-LF, as input from a remote terminal, the effect is the same as if the user had pressed the end-of-line key on a local terminal.
